SANDY D. BAGGETT
Ms. Sandy Baggett was a Judge Advocate (Captain) prosecutor in the US Army conducting trials in military courts-martial and administrative hearings.  She was dually appointed as a Special Assistant United States Attorney for prosecution and trial of federal crimes in US Federal Court for three years.

After leaving military service, she spent five years as an Assistant District Attorney (public prosecutor) in the Bronx, New York.  As an ADA, she handled hundreds of major violent crime cases, such as homicides, armed robberies and violent drug gang activity. These cases consisted of every aspect from investigation and interrogation to jury trial and sentencing.

During that time, Sandy also volunteered in the Office of the Prosecutor, UN International Criminal Tribunal for Rwanda, preparing witnesses and documenting crime scenes for the trial of a mid-level government official accused of genocide and crimes against humanity.

In 2005, she moved to Singapore where she has been working at the National University of Singapore Faculty of Law, teaching legal research and writing, and appellate and trial advocacy.  In 2008, she joined the staff of the Singapore Bar course as a trainer for Trial Advocacy, which she continues to do yearly.

Sandy D. Baggett graduated from law school in the US with a Juris Doctorate degree.

Programme

In Civil Service Investigation: Trial Technique, there is a major emphasis is on individual participation and performance via simulated trial sessions.

This is an innovative and practical workshop for non-lawyers taught by trainers experienced in teaching trial advocacy.

Participants will learn the essential aspects of trial techniques focusing on:

1. TRIAL PREPARATION

  • Elements of the offence
  • Case theory
  • Witness selection
  • Witness preparation
  • Demonstrative and physical evidence

2. EXAMINATION-IN-CHIEF

  • Leading vs non-leading questions
  • Fulfilling your burden of proof

3. CROSS EXAMINATION

  • Structuring leading questions
  • Selecting areas to attack

PRE-COURSE REQUIREMENT
Participants are expected to commit time to prepare and familiarize themselves with the case materials and exercises ahead of time.  All materials will be distributed electronically in advance.

METHODOLOGY
Focusing on the core skills of trial advocacy, pre-course case studies will be given in advance to prepare for mock trail.  Participants are required to conduct an Examination-in-Chief, cross-examination and actively participate in many other activities.  This is a highly involved workshop with active participation and personalized feedback from our trial advocacy faculty.

Overview

This highly experiential one-day workshop will equip a range of persons from prosecutors working in the police and government departments to those tasked with running disciplinary and other administrative or tribunal hearings with effective trial techniques.

Many agencies conduct prosecutions, or make administrative decisions after their own investigations.  In some situations, disciplinary committees or other similar tribunals are vested with powers to run a hearing where evidence is gathered and decisions are taken based on that evidence.

Lawyers trained in trial advocacy techniques of questioning, and the law of evidence and procedure are adept at handling such tasks.  However in many situations, non-legally trained persons may be called upon to run hearings, or conduct prosecutions.  Undoubtedly there is training provided for such persons, and this workshop seeks to enhance pre-existing training.

The class size is small for greater effectiveness.  Participants are required to perform specific tasks such as questioning witnesses, and each participant will be guaranteed personalized feedback and advice.
